Customarily, the King – Ali’i Nui Mo’i served on the Board of Education as President of the Board of public instruction.  (There is no official title more envied or respected in the islands than that of President of the Board of public instruction 1855-1868 (1981), p. 151) This practice started in the mid-1800s.  Respectively.  The monarch was responsible for accrediting all schools, from elementary, high school, colleges, universities, and trade schools.  His accreditation symbolized ‘Superior Education’, and was sacred or Kapu.  ‘Perfect knowledge is Wisdom.’

Historically, the Hawaiian Kingdom became the fifth country in the world to provide compulsory education for all youth in 1841, which predated compulsory education in the United States by seventy-seven years. The other four countries were Prussia in 1763, Denmark in 1814, Greece in 1834, and Spain in 1838.  In all the annals of the Hawaiian Legislature one can find not one example of the legislative houses refusing—or even reducing—an appropriation requested by the government for public education.
